補遺三，評標委員會經討論后一致認為，該投標人與本項目第1包總體方案設計包除大遺址中標人之間存在利益沖
突，不能滿足招標文件第三章 評標和資格標準2.資格要求1.合格性中的1.2 利益沖突的要求，因此不能通過資格審
查。并根據招標文件第二章ITB14.114.2規定：投標人應滿足第三章的資格要求。在對技術投標文件和投標報價進行評審
之前，應當先對投標人資格進行評審。不滿足第三章評標和資格標準的投標人其投標將被拒絕。。綜上，該投標人未
能通過資格審查，投標被拒絕。
