Bidding Announcement for Chicago Aircrew Hotel Service Project from 2025 to 2026 (Second Time)by China Postal Airlines Co.,Ltd.

中電商務（北京）有限公司（以下簡稱“招標代理”）受中國 (略) （以下簡稱“招標人”）委托，就“中國 (略) 2025年至2026年芝加哥空勤機組酒店服務項目（第二次）(招標編號：CECOM-2025-*) ”項下的貨物及服務進行公開招標。現邀請合格的投標人前來投標。

China Electronics Commerce (Beijing) Co., Ltd (hereinafter referred to as the “Tendering agent”) was commissioned by China Postal Airlines Co.,Ltd. (hereinafter referred to as the “Tenderer”) to conduct a public tender for the goods and services under the item “China Postal Airlines Co.,Ltd. Hotel Service Project for the Aircrew in Chicago from 2025 to 2026(Second Time)” (Bidding No. CECOM-2025-*). Qualified bidders are invited to submit bids.

一、 項目名稱：中國 (略) 2025年至2026年芝加哥空勤機組酒店服務項目（第二次）

Project name：China Postal Airlines Co.,Ltd.Hotel Service Project for the Aircrew in Chicago from 2025 to 2026(Second Time)

二、 招標編號Bidding number：CECOM-2025-*

三、 招標內容Purchase content：

注：1.本項目采用框架（無固定總金額）采購模式。投標人必須對全部內容進行報價，如有缺漏或超過最高限價（單價）的報價，將導致投標無效。本次采購金額和數量為預估數據，采購人有權按實際需要調整，并按實際數量進行結算。合同期內的采購數量可能會有所增減，固定單價不再進行相應調整。

Note: This project adopts the framework (no fixed/guaranteed amount) procurement mode. The supplier must quote for all contents. If there is any omission or quotation exceeding the ceiling price (unit price), the quotation will be invalid. The amount and quantity of this purchase are estimated data, and the purchaser has the right to adjust them according to the actual needs and settle them according to the actual quantity. The purchase quantity may increase or decrease during the contract period, and the fixed unit price will not be adjusted accordingly.

2. 趟：定義為單程；

4.合同自雙方簽字之日起生效，服務期1年。

Contract duration: The contract shall be effective from the date of signature by both parties, with a service period of 1 year.

四、 投標人資格條件Qualifications for bidders：

（一）投標人 (略) ，具備當地政府承認合法有效的資質文件;

Bidders shall be registered in local government and with valid license;;

（二）投標人距離芝加哥奧黑爾國際機場（O"Hare International Airport）候機樓車程時間在40分鐘（約20公里范圍內）以內；

The driving time from the bidder"s hotel to the terminal building of O"Hare International Airport in Chicago should be within 40 minutes (Within about 20 kilometers );

（三）投標人須配備餐廳，能提供早、午、晚餐堂食服務；

The bidder shall be equipped with a restaurant, which can provide breakfast, lunch and dinner services;

（四）被 (略) 、中國郵政 (略) 及中國 (略) 列入黑名單且在有效期內的投標人，均無資格參加本項目的采購活動；;

Bidders that have been blacklisted by China Post Group Co.,Ltd. China Postal Express & Logistics Co.,Ltd and China Postal Airlines Co.,Ltd and are within the validity period are ineligible to participate in the procurement activities of this project;

（五）與郵政無投資關系且存在以下情況的，不得參加采購活動：郵政領導人員及其親屬和其他特定關系人、郵政員工持股（ (略) ），以個人身份（組織委派的除外）擔任法人、董事長、總經理、監事的企業，以及郵政所屬工會或員工集體出資成立的企業；

Those that have no investment relationship with the postal service and are in the following situations shall not participate in procurement activities: postal leaders, their relatives and other persons with specific relationships, postal employees holding shares (limited to non-listed companies), enterprises acting as legal persons, chairpersons, general managers and supervisors in their personal capacity (except for those appointed by the organization), as well as enterprises set up by trade unions belonging to the postal service or by the collective funding of employees;

（六）投標人必須按照本項目招標公告的要求獲取本項目招標文件，否則無資格參加本項目。

Bidders must obtain the bidding documents for this project in accordance with the requirements of the tender notice for this project, otherwise they are not eligible to participate in the project.

注：投標人須按投標人資格條件逐條提供相應證明材料。

Note: Bidders are required to provide appropriate supporting documents according to the Qualifications for bidders, article by article.

五、 投標人報名 Bidders Registration：

（一）報名時間：2025年6月9日至2025年6月16日,每天北京時間9:00-11:30，13:30-16:30（國家法定節假日除外），向采購人發送報名資料，逾期送達的報名資料恕不接受。

Application Period:From June 9, 2025, to June 9, 2025, registration materials must be sent to the purchaser between 9:00-11:30 and 13:30-16:30 (Beijing Time), excluding national statutory holidays. Registration materials submitted after the deadline will not be accepted..
